Contract not fulfilled

Dear Sir/Madam, i order a book wind mill construction from above name company from their web and it was paid on nov12.08.The price on web was $39.95 for U.S.and it clearly written on web page. But instead this company charged on account $52.76, for that i twice called them and left a message but no answer.then i twice send them e-mail and a lady named Debbie answered me that $ 10.00 is for shipping and $3.00 may be for exchange rate. I never got a book from this company, after 20 days i have send 2 e-mails about not receving my orderand finally told them please refund my money, but no answer. Please help me to get my money back and please take seious action against these scamer which bring disgrace to a nation and to business community. Thanks, sincereley yours SAleem
