UPS did not let me pay the custom charge & demands me to pay what I did not ask for

I finally was able to speak with a Mac person at UPS over the phone for about 10 minutes since 9:58am on Dec 3/25 as a result of an UPS 9:24 am SMS "... missing details for customer clearance." concerning an item I purchased at Alibaba of China dated Nov 30/25.
I checked my email, opened an UPS new account & called UPS to find out what was this all about. UPS agent Mac did not provide me with any information about the nature of "missing details" or whatever "broker" issue at Canadian Customs.
Then I found emails from UPS:
"Your package cleared customs and is on its way!
From HONG KONG PROFIT FIELDS LOGISTICS COMPANY LIMITED
Get free notifications for UPS packages coming to your home... " 958am Dec 3/25
"All import fees must be paid prior to delivery.
Save time - prepay online for your HONG KONG PROFIT FIELDS LOGISTICS COMPANY LIMITED shipment. If import fees are not paid before delivery, an additional surcharge will be applied.
Total Amount Due
29.39 CAD
Additional charges may have been applied based on recent tariff policy changes." 1029am Dec 3/25
After much efforts, I eventually found the fee breakdown:
Total Due (CAD): CA$22.61
Import Charges
Government Charges: CA$9.45
HST or GST + PST: CA$9.45
UPS Customs Brokerage Charges: CA$13.16
Brokerage Fee: CA$11.65
Brokerage GST/HST: CA$1.51
I was never given relevant information or explanation about why I was not given the opportunity by UPS to pay this "government charges of $9.45 +HST myself. Nothing when I was checking UPS emails, speaking to this Mac UPS agent or through my just opened UPS account.
Without my consent or authorization, UPS charges me 2X more than the Government of Canada Customs as "brokerage" related charges & fees. Personally, I regard this totally unjustified & obscured
It gives me a strong rip off feeling that, in this case, UPS was dictating over the "brokerage" situation, not allowing me the chance to pay & clear customs myself, & demanding me to pay their unjustified "brokerage" charges & fees!
