Consumer's Reward Program Recieved a letter and a cashiers check saying that I won a lottery, and to call them and confine it

Recieved a letter stating that I had won a lottery with a cashiers check for $3, 900.00 included in the envelope. Told me to call to confirm receipt. I did they told me to deposit the check and call them back in three days to get information on where to finalize the claim. The man I spoke to could not speak english well.
I don't enter lotteries and decided to google the consumers reward program, and found out that they juist rip you off.
