Dont pay for my SEO work, Cheated me

I worked SEO for the website - https://www.birdtrainingapp.com/ from last one month. The owner of this site - Michael said me to pay 50% payments after the 50% of the keywords got top ten in Google (total 10 keywords). i worked hard and got his 7 keywords to top ten within one month. and from last 15 days he were not online in Skype and i mailed him a lot and there is no response. So i knew that he cheated me. So i request all of you... Specially SEO guys. beware of this bastard... and can you tell me..is there any ways to ban this person - Michael and his sites from the Internet. Due to this type of cheated person..we all are suffering... i must make a complain at Canada Consumer Court and Inform Canada police legally with my all proofs.. i want to paste some conversations between Me and Michael at Skype..
