Loss of old passport

I have renewed my passport through Service Ontario and received the new passport back on October 31. However, the expired passport is not attached although I mentioned that I need it back because a valid Brazilian visa exists.

I called the passport office (1-800-567-6868) on October 31, November 1 and November 2. Each time I called, I was told I should wait until a person from the passport office call me back, and there is no point to call every day.

Today is November 16, I still do not receive any one call me back. Please let me know what I should do.
