Charged my Visa and no product!!

Hi,

I ordered a remote training collar, from them. and after two days, I saw that I could order it one line cheaper, so I called to cancell my order! and all I get is a message that I can leave my name and number and they will call me back! they have not! and they have charged my Visa and I have no collar. I have left 5 messages and no reply!! I will get to the bottom of this if it involes the RCMP.
